Workboats Consulting conducting EIA bird survey for ELWIND

We’re excited to share that Workboats Consulting has been awarded the contract for the public procurement “Study of Birds for the Estonian-Latvian Offshore Wind Farm Project (ELWIND),” to conduct bird survey on the Latvian development area within the scope of their Environmental Impact Assessment (EIA). This marks our first offshore bird study outside Estonian waters—an important milestone as we expand our EIA survey project management expertise across borders.

The Latvian study area spans approximately 588.7 km², covering the proposed offshore wind farm site and a surrounding 5 km buffer zone. The bird survey will be conducted over a 24-month period, covering two full seasonal cycles to ensure comprehensive data collection. Given the growing interest from other Baltic Sea countries—Sweden, Finland, Denmark, and Poland—this bird survey will also contribute to understanding potential transboundary impacts on birdlife.

The project brings together leading professionals from across Europe, including ornithological and technical specialists from five different countries, ensuring the highest scientific standards and regional collaboration in environmental research.

Edgar Peganov, CEO of Workboats Consulting, said: “We are happy to support yet another offshore wind developer by conducting a bird survey as part of their environmental impact assessment. Current geopolitical developments, energy security concerns, and ambitious emission reduction targets are driving nations to diversify their energy sources, leading to increased investment in renewables. As the wind energy sector continues to grow, so does the need for dependable expertise in environmental studies. Our role is to ensure that these surveys meet the highest scientific and technical standards—delivering clarity, confidence, and compliance throughout the process.”
